The Committee on Agriculture and Natural Resources moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 2453 – “A BILL to amend and reenact §19-12E-4 and §19-12E-5 of the Code of West Virginia, 1931, as amended, relating to the licensing and cultivation of industrial hemp; revising and expanding the list of persons the Commissioner of Agriculture may license to grow or cultivate industrial hemp and defining that industrial hemp, with not more than one percent tetrahydrocannabinol, is not a schedule 1 drug under §60A-2-204.”
